Pennsylvania has a quarantine list as well. 20 states on it the last I checked but it is voluntary, a recommendation if you will. I'm still planning my trip south in August which will likely include two of those states, N.C. and Tennessee. But I look at it this way, the areas I'll be visiting are not hot spots and less populated, no more or maybe even less risk than where I live and work. As long as I take precautions as I do at home I don't see it as unacceptable risk.
The area of the rally is in north central PA, an area that has been spared for the most part partly because it's less populated but also because of the proactive steps the state took. I'm hoping that those conditions remain for the rally and things improve elsewhere to enable everyone to attend.
