All depends on condition for a bike like that, but probably depends also as much on what the buyer wants to pay (a 30 year old bike purchase is an emotional decision probably more so than a new bike decision) and what the seller is willing to part with the bike. Since older bikes can be considered by some as collector's items, the value of the bike varies quite widely, any number I mention will elicit howls of either 'too high, no-one will pay that!' from one person or 'too low, I've seen stuff on eBay and Craigslist in much worse condition go for twice that!'.

Another fact is that the KBB price doesn't describe all sales (of course!) and I've seen recent sales of vintage CB1100s for over $6,000, but the bike is in original mint condition and had won vintage motorcycle show awards. Some other CB1100s have sold for under a grand. Values are all over the place.
Generally, the remaining mint condition original bikes have been going up in value, probably increased $1,500 or so in value over the past 10 years (specifically, a bike which sold for 2,000 a decade ago might cost 3,500 to buy now, as the bike becomes more rare as bikes are lost to age, neglect, accident, used for parts, etc). A lot of baby boomer's like the CB1100F and will be willing to pay a little more, driving up the price, because they have an emotional attachment to that era, driving up values over time. Note that the CBX of that era has been a very hot collector's item with many bikes going for more than a new 2013 CB1100A off the dealer's lot.
Usually perfectly stock bikes in mint, unrestored and un-repainted with original seats with no tears fetch the highest prices. Usually an 'upgraded' bike with performance parts or unusual paint job doesn't sell for the price of a perfectly stock bike + the amount paid for the 'upgrades' (in fact, it usually sells for less than the value of a stock bike, but sometimes the buyer is willing to pay because the buyer knows he can resell or use the performance parts in question). If you enjoy wrenching, you might be willing to buy a bike for more than another person because you 'know' the underlying value of a solid bike.
The vintage CB1100s are beautiful bikes, and the vintage bikes are fun to ride and always draw a crowd. Hondas generally are reliable, and the CB1100F is no exception (but it is an antique, things will break, and you will have to fix them because most dealers don't want the risk of working on an antique bike!). Honda does a pretty good job of providing parts for a 30 year old motorcycle which was imported into the US for only one year (but sold for several years outside of the US). The CB1100 costs a little bit more to maintain or fix than the CB750F and CB900F of the same vintage because A) there are fewer around; and B) the engine was of slightly different design to provide enhanced performance.
