Quite simply, cagers can be self-consumed, in la-la land oblivion, or distracted. This is driving basics 101. Driver must take responsibility for their actions/inactions when operating a licensed road vehicle.
Cagers who are riders I find tend to drive a bit like they are riding. That is, for example, shoulder checks are automatic.
