First off, it's an ad. Ads for bikes are usually chock full of superlatives and jargon even when the sentences don't make much sense (see "Devours curves one by one"). With regard to "Rain Mode, with no rain necessary", though, I think they are trying (feebly) to ballyhoo the torque control feature she mentions in the previous sentence. My guess is that they did a lot of market research on what women riders want in a motorcycle. I can tell you only anecdotally that traction control and ABS are right up there with weight and seat height for at least 3 women riders I know.
The women riders I know spend a lot more time shopping for bikes because there are so few bikes that fit their needs/wants. It's refreshing that Honda has made a bike that will likely appeal to that market segment.
