It only does this when the bike is moving and registering some speed. When the bike is stopped and I hit the horn, the needle doesn't move. Kinda weird. Nothing else is odd as far as electronics. I did replace the speedo cable, which is electronic, not mechanical. Not sure what that has to do with anything, but you never know.
Razor, next time you ride yours, if you don't mind, hit the horn while you're moving and glance at the speedo to see if the needle jumps.
Maybe the speedo needle doubles as a decibel meter for the horn?
