I use the angle of the forks as a starting point, then adjust as necessary after test riding. I don't get as specific as you do. I just set it up so, when viewed from the side, the general lines of the shield seem to be at about the same angle as the forks.
With the NC Plexistar on my CB11 I started with the shield aligned with the forks, but eventually pitched it back just a little more to keep the shield's top edge below eye level and the wind blast near the top of my helmet.

Here's a test fit of my Plexifairing 3 (which I ended up not using). It's pretty much aligned with the forks.

My NC Deflector DX started out aligned with the forks, but I pitched it back further to keep the wind blast at chin level. Like so :
