Takashi from Samurider (they supplied the parts from TSR) got straight back to me. It's a Japan only part and not fitted post 2013. So not on either Euro or USA bikes and, for owners outside of Japan, that section of the instructions can be skipped.

I'll report back with a Dyno report on the mod when I get it...
