I suspect the wiper is there to deal with extra dirty, sludgy oil. Such as you might find in a bike that hasn't been maintained properly.
Wish I'd had one of those back in the 80s, when I foolishly used a trendy oil with a graphite additive in my KZ. The oil window was immediately coated with black graphite and was never usable again.
