You "drive" animals. That's what a "drover" is - he gets behind the cows and yells and smacks their butts, make them head into the barn for the night.

I agree with you, JPT. An "operator" is in control of something, no matter if you're on it, (motorcycle) in it, (car, bus, truck) or next to it (machine operator). Which is why motor vehicle laws have replaced "driver" with "operator" or "operation of a motor vehicle". Since you can be charged with a DUI without even driving, as when when you are sitting in a car with the engine off, but the keys in the ignition or even in your pocket.
