Alright, I have an update, I don't know if anyone will see this but just in case:
I saved up some money and bought a 2013 CB1100 ECM (my bike is a 2014) to test and see if just plugging it in would fix my issue of the rev limit. Outcome, not great. After plugging in the 2013 ECM the tachometer no longer functioned and it started having idle issues after revving the motor. After revving it would slowly go back down to idle, but it wasn't near as responsive as it should be. Also, the idle started creeping up. I felt uncomfortable testing it much more so I killed the motor and plugged in my original 2014 ECM. Now I'm back to where I started.
