I believe this is part of the Population Control Program or better known as PCP (pun intended). The Local bar promotes Bike night once a week. Parking lot is full of bikes predominantly Harleys
and this is a bar that is known for keeping the drinks rolling as long as you are standing. Not very responsible, but effective.

It would have been preferable if NCIS had brought up this important issue without limiting it to motorcycles because by doing so it keeps us from understanding and mitigating the actual causes of the wider problem. |
