Two reasons I think. to allow easier access to the mounting bolt that connects the peg to it's base and to keep road debris out of the peg. The peg base has a single detent to hold it vertical when not in use. It's either fully up or fully down as shown in the photos. There is a bolt, not easily seen in the pics that allows rotation of the base. That would allow the peg to be oriented most any way desired by the user. I have it positioned so the pegs are vertical when up even though the bar actually is not vertical. In short, I think the pegs can be positioned as you want. |
