I have a Booster Plug installed on my 2012 BMW R1200R. I installed it because low speed (parking lot) throttle response was either on or off. The Booster Plug helped, but did not solve the problem. Basically what it does is make the ECM think the ambient air temperature is colder than it really is. The ECM then richens up the mixture to compensate for the cooler, denser air. I did not notice any performance increase, nor did it effect fuel mileage.

You might be able to accomplish the same thing by installing a O2 sensor eliminator. However if live where there are DEQ inspections, you may have a problem.

Lots of discussion on ADVrider about Booster Plug, Pete gives a succinct synopsis.
My interpretation is that if something is for sale that claims an improvement in performance people will buy it and then notice the increase in order to justify the expense.
