It looks like Rokon The Rokon's wheels are hollow and will float the bike, or you can fill them with water or fuel. But I think the Rokon only drives the front wheel, so thus must be something else.

I can't believe how light it is. The way that guy pulled it up a hill with one hand would make me believe it's somewhere in the 40-50 lb. range.

Very similar to the Rokon which has been made here for years.

I think this Russian bike is powered by an internal combustion engine as a haze of blue smoke can be seen in one spot. A two stroke perhaps that would explain the light weight. I would guess 125cc or less with very low trail gearing from the size of those sprockets.

I've seen that clip before. It's amazing. The weird thing is that I'd have sworn I'd seen it on this forum. Must be going nuts.
