If someone really wanted to put the 2017 forks on a 2013 ABS (or any non-RS model CB1100), they could buy the 2017 EX fork units, undo the Allen bolts at the bottom, and swap them into the existing fork lower sliders. All the magic happens within the fork tube, not between the fork tube and slider.
