Maybe the U.S. tank has a different filler neck. That's the issue I've observed on mine. The filler neck extends about 1.5" below the top of the tank. As the fuel level reaches the bottom of the filler neck, it will fill up the neck first. When the fuel flow is stopped, the fuel drains out of the neck to the level inside the tank. Basically, what you're doing as you try to top off is repeatedly filling the neck, then waiting as it drains into the tank.

I hardly ever bother trying to do that. I experimented once and found the difference between filling to the bottom of the neck and completely topping off was about 2 tenths of a gallon. Not really worth the time and effort unless your next fuel stop will be close to the range of the tank.
