Ahhhhh, so new info from the seller. When the bike is idling, the speedo shows 25 mph, so something INSIDE the speedo apparently went funky. Other than that this seems like a nice bike and a bit of a steal. We'll see.....

Now that we know it isn't the pulser ring, to answer your question anyway. It isn't hard to replace a ring. A few on here have done it after messing it up when re-installing a wheel.

If you have a look at the video it shows how Martin takes off the needles and pushes them back on the meter actuators, i think your needle is loose or someone has opened the cluster and changed the meter needles.

Which was the reason for asking if the speedo reads a " percentage of the speed" .
The needles should sweep exactly in the same angle on startup, if they don't.........

Enjoying this teamwork.

Here is one of the better examples of overlooking something basic;

Cannot get enough of this, hilariousCelebrate

That's one good question/answer down.
Still, if there was an accident, or a previous owner(s) who had an accident, or it suddenly happened, that can completely change any diagnosis.

Max's suggestion to watch for parallel sweep of the two needles on first keying on is a great suggestion.

I doubt there is anything that can be fixed, except to possibly pull and reposition the needle to start at 25mph below 0. There is no stop for the needle at 0, but you could put one in if you really wanted. Bear in mind a new speedo means around $800.

Yeah, I'm pulling back from this one, folks. It IS a great price, but my initial idea was to wait til spring to purchase anyway and I'm having a gut feeling this isn't the one I want.
