I'm not exactly sure but the more I hear it just sounds like a way to get arrested in public.

Japanese language derived from Chinese, so they do have hard time learning English and speaking properly in China. A Czech can learn English in no time, but not most Asians due to different linguistic roots.

My parents tried to translate from Vietnamese to English and vice versa when they came here decades ago, the phrases sounded funny

here are a sign in Japanese hotel for English speaking clients
