Just FYI, I ended up buying this piece right after I posted this, and mine came with the three screws necessary for mounting from Mr. T. As stated earlier, it mounts up very sturdily with just the two screws and the third mounted un-attached with a nut on the back to hold it on. Looks great, too:

If you don't transfer the rubber grommets to the new cover, I would recommend a stainless washer to help fill the mounting holes. The head of the bolts isn't much bigger than the holes in the cover. If you use the grommets, two mounting points isn't enough since the rubber let's the cover wiggle around.

In my opinion it's one of the best mods you can do to a 2013.
