Any deals anywhere on the 08L70-MGC-A20 2013 CB1100 Rear Carrier?
Used on eBay or a discount possibly from the dealer you bought your bike from? I bought mine shortly after they became available and therefore purchased from an online OEM parts place for $220 + shipping, but they don't seem available any more via that channel. The MSRP is $275.
I found mine on ebay. That was the only seller that actually had the parts in stock.
Samurider in Japan still has them. They run about $220 with shipping. The part number is slightly different in Japan, but it's the same item.

I sold my CB1100 in May and purchased a BMW S1000R...have sitting in my garage a CB1100 luggage rack (installed once and then removed), original exhaust, original shocks and original handlebar...all in excellent condition.
Here is a question. Will the 2013 rack fit on my 2013 if I have a 2014 DLX seat?
Sure, the seat has nothing to do with it.
The luggage rack bolts to the outside of the side rails. It should not affect seat fitment any more than the side rails already do.
