but the wheels are 17", how can everything be the same?

Not on the EX they aren't – and even if they were, wheel diameter has nothing to do with rotor diameter or axle sizing.

I think he meant, wouldn't the forks be longer, or shorter, for different diameter wheels?

Are they already filled with the correct amount of oil?

I don't know, but if they are not, there is just as much chance of any factory fork not being filled correctly.
