With an object like that in motion due to the wind, you may not get much of a choice of hitting it or not if the timing is just bad. I'd like to think if you're going straight and not doing anything funny with the throttle or brakes you can probably roll over something like that, maybe slip out a little bit but recover. Just the luck of the draw.
As kids, we used to throw an old record album on the street in our neighborhood and each of us would take turns riding over it and applying the rear brake. Maybe 12-15 mph? The second the rear tire hit that plastic album, it was like sheer ice, maybe worse, if that's imaginable. Zero traction and a wild ride, if you could keep it up. Wonder if the sign under the front tire he encountered was similarly slick.
From what he said it was a plastic sign so I would think so.
Guess the moral of this accident is that we must be aware of any signs that come our way...

Loose gravel on pavement on a curve has been my closest call, yesterday in fact. Was into a lean about 30mph when "right around the corner" was some scattered small pebbles...my right tire caught some and I fishtailed a bit to the outside of the curve. Not a good feeling!
Loose gravel gets my attention. I was on a road bike (bicycle) numerous years ago and went down in a corner with gravel. I really scraped myself up. I try to always have an eye out for gravel in corners.
Leaves can be dangerous as well, not to mention oil slicks that rise to the surface immediately after a rainfall-these are invisible usually.

Indeed, which is why I prefer to "leaf" them alone so as not to disturb the piece.
'Cause once you hit a patch of slick oil, it can "leaf" you in a state of "upended animation!"
