In the right hands, any bike is a sport bike. That being said, you have to compare the bike to its contemporaries. In the 1960's, the Triumph Bonneville was one of, if not the, fastest and best handling bike of its time. A sport bike. A modern Bonneville isn't even in the running. And so on.

Motorcycling, for most people, is a sport. So if we agree that the more performance a bike has, the more sporting it is, then the CB1100 definitely at least edges into that territory, especially with a few mods, like the low bars, better shocks, and sticky rubber.
While out for a leisurely ride with my brother who for the last 10 years or so has exclusively ridden cruisers,we swapped bikes for a few miles so he could try my cb1100 out.When asked how he liked it his reply was it's responsive nice ride,kind of a sport bike.I never thought of it that way but understand the perspective.Beauty is in the eye of the beholder, use is in the mind of the rider.If it's your bike it is versatile enough to be whatever you want it to be.
For insurance purposes I got mine classified as a "commuter".
Saved a lot on the premiums.

For sure some insurance companies pay attention to the "type" of bike, such as Ninja, GSX-R, YZF, and so on.
Ok, so I guess 28 to 10 pretty much decides it is not a sportbike. Really I just wanted to take the sportbike course on a bike that would be easier to pass, without the danger of dropping my beloved Triumph Sprint ST. I already did the course once, but made the mistake of riding in a parking lot LIKE I WAS RIDING IN A PARKING LOT. It's ok, I'll just wait until I move and I'll take it with instructors that don't suck.
