It might not be needed for riding pants but for rain pants it is very important to me that I can put them on without having to take my boots off first.

To me it is, I only wear riding pants on cold morning commute, over my work clothes.

Agreed.
I did that yesterday and two pant zippers disintegrated - cheap white metal it appears. Duct tape did its amazing magic.

If the pants have a full or near full length side zipper, they’re made to be put on over boots. Otherwise no.
