Is signage like that common? (usually I just see road side crosses with some ribbon and such)

Not common GO. First I have ever seen ( and I was in the safety sign business for 25 years),

During spring, in S-Ontario/GTA, we have an ETR/407 electronic display info signs "watch for motorcycle"....for a few weeks to aware drivers of motorcycles presence.
