Opinions are like .... umm...well...like some body part: Everyone has one and no one really needs it shared with them.
That said, constructive criticism is just that - constructive. I don't see where telling someone their bike is dirty is helpful. I do think that someone pointing out a low tire or slack chain can be helpful and I try to give them the benefit of the doubt as to their motivation -- I assume it's to be helpful and not to show off their profound expertise on motorcycling or mechanics.
